"Average position improved, so my traffic should increase." Only if the position improvement is on high-volume queries. Average position is unweighted by query volume. A single new high-position ranking for a low-volume query can shift the average while delivering almost no additional traffic.
"CTR is low, so my titles need rewriting." CTR is position-dependent. A CTR of 5% at position 1 is poor; a CTR of 5% at position 8 is excellent.
